Same problem here with the turbo mode :
Bios A04, turbo mode enabled in bios and the processor is limited to 2195MHz under heavy load.
Value Confirmed by Cpu-z, Hwinfo and 3Dmark 2011

I also believe that the temperatures shown in HardwareInfo64 are too high and the CPU fan speed toolow. I tried nearly all different energy profiles and even checked the settings but anything should work properly. The M6600 is always placed on a hard surface because it is always situated on my desktop!

First I was chi mei´ed and now it seems that a have a serious CPU issue.
What should be the next problem?
I'm not used to being confronted with so many problems. :(

After I had used different software and I recognized that the 2720QM not even reaches 2200 GHz:

I ran the Dell system diagnostics (press F12) and I found the culprit:

First, can you reduce your screen shot, very too big^^

Secondly, It seems that your Processor fan is broken, maybe it isn't plugged, I suggest you to verify that quickly, or contact dell with the error code, if you won't do it by yourself.

In the meantime, I suggest you to not used your computer at the maximum perf, this could be damage your CPU.

I downloaded the A03 using a link posted 2-3 pages ago and the process took around 2 minutes, everything seems to be working fine so far (apart from the fact that the LCD (LG) keeps 'blinking' on the lowest brightness setting, though this did happen before the downgrade as well).
Does anyone have the exact list of A04 improvements? I need to decide whether to stay at A03 or use the supposedly improved A04 as I don't really need all that CPU power. For people needing the juice from the CPU I would recommend downgrading.

EDIT: re-run the WEI after the downgrade and the CPU score jumped from 7.4 to 7.5.

The problem is, with the A04 BIOS, the CPU is "stuck" at 2.2GHz, even in Extended battery life, and the minimum CPU power, but doesn't reach the 800MHz.

When I downgrade to the A03, some power configuration, this working fine.

Yeah, well, that's why I said I would recommend downgrading (to A03) :)

I would say they are more than fine, ... my numbers were posted in response to others requesting them as a comparison (and then I was interested to see what the extreme quad's were getting with steady 4 core max load).
