I've not noticed this myself on the 7510, but I know that the XPS 15 (9550) with 4k display suffered badly from this, with the identified causes being Premier color, and/or the Intel HD display drivers.

If you haven't done so already, try a different version of the Intel HD drivers, I use the latest Intel supplied version 21.20.16.4664 (you'll need to download the zip, extract and upgrade the drivers via the "have disk" option in the device properties), though be warned this version of the driver won't be supported by Dell.

For the XPS 15, rolling back the Dell Intel HD driver to an older version ( 20.19.15.4331 or earlier) fixed the issue. Though I'm not sure what drivers are available for the 7710.

I managed to fix it using the latest dell drivers rather than the latest intel ones. However, if I adjust the "gamut" option in the intel drivers at all then the issue reappears until I set it at "vibrant" again. It's very strange. I'm scared to reinstall the premier color program in case it causes the problem to reoccur. Which is a shame, because that program is decently useful.

A week has passed since my laptop is in a service center. And today I have good news. Dell acknowledged the problem. A motherboard will be replaced. So I'm waiting upon it. :)

Unfortunately the problem is still here. But it can be reproduced only if HyperThreading is disabled (CPU i7-6820HQ). BIOS version doesn't matter.
Guys please check this situation with your laptops. The issue is this. My laptop suddenly turns off in 2-3 second after turning it on without AC adapter, then automatically turns on and boots normally.

I don't have 7510 but I ran your test on my 7710 and it does not exhibit this behavior when I disable hyperthreads, AC adapter unplugged. It boots normally without turning off and on again by itself. I tested with switchable graphics enabled and with fast boot set to "thorough" incase those have anything to do with it.

Others with more exact system as yours may try same test and reply.

    Thanks.
Today I brought my laptop to the service center again. Dell will replace the motherboard second time.

There is a problem with the 1.12.4 bios update for the Precision 7510. I am using a TB15 to hook up to two external monitors (TVs) using the Nvidia high definition audio drivers. Before updating to 1.12.4, I was using the earlier 1.9.4 bios and when displaying Sound, Playback Devices I had three options, 1) Samsung-O, Samsung-C and Realtek Audio. All three were active and I could switch to whatever source I desired. After updating to the 1.12.4 bios I was unable to have all three available. It would only identify one external monitor as Samsung-C and Realtek. The third would only show as Nvidia High Definition Audio but "unplugged". I tried uninstalling the Nvidia drivers, 382.05 (completely) and reinstalling but I got the same result. I tried reverting to an earlier version of the Nvidia drivers but got the same result. I tried using the Intel drivers (by changing the bios setting) and when using the Intel video I was able to see all three audio options again. So it appears this only affects the Nvidia drivers. I reinstalled the 1.9.4 bios and everything is back to normal and I again have all three audio options. By the way I am using the TB15 USB-C and mini displayport video connections through Club3D HDMI adapters to drive my two external Samsung 4K monitors.

Dell changed its mind. Now the technical support considers that my problem is in software (BIOS). So it asked me to wait on BIOS update.
I don't know how to convince Dell that the issue is in hardware. My logic is simple. If it is SW issue then it should has place in many laptops. In my sitation symptoms of the issue are the same on 2 different motherboards but with different conditions.

P.S. I regret that I bought modern Dell laptop to replace old Latitude.

For me it looks like your BIOS does not keep the boot/reboot track. Check the BIOS battery first.
Do you regret because of 2-3 second boot delay?
