I want to clarify the issue. The strange startup process described above doesn't depend on BIOS version. It appears only when AC adapter isn't plugged and at the first run after plugging it.
Somebody, please check if the issue is reproduced in order I can understand it is global or local.

Turn off fast startup in power management settings and see if that helps.

If you mean 'Fast boot' option in 'POST behavior' menu, it is set to 'Thorough'. I changed it to 'Auto' and it didn't help.

P.S. Dell customer support also can't give me an answer on this issue. But I don't want to give up. :)

No, I'm talking about the Control Panel/Power Options, fast startup option (enabled by default).

This option caused boot problems on all my Windows 10 computers, where I had to turn on the computers 2-3 times just to make it go. It is a known issue on some computers and it makes almost no speed difference when using SSDs.

This link shows the option. You want that option OFF.

P.S. If hibernation is turned off, the fast startup option is not available.

It didn't help. I think it couldn't help because my issue relates to the hardware initialization (before OS is started).

P.S. Today I'm going to a service center. There can be done some extra diagnostics.

You will have to wait. :)
Today I didn't leave my laptop in the service center. They told me it didn't have any sense. At the moment my warranty is being transfered to my name. So even they will do the diagnostics and there will be a real problem, they can't order parts for replacing and I have to visit the center second time when I have the warranty. After that they have to repeat the diagnostics because of the rules.

P.S. I am disappointed with quality of Dell products. Even to screw one of two screws that holds second part of the bottom lid requires some extra forces. This laptop is too expensive to be so defective. :(

    I have a problem with a dell precision m7510 win 7
If the power supply is changed from battery to electric current, the system locks,
To resume it, it is necessary to reset.
The F1 key is no longer 'f1' but it removes the volume
The F2 key is no longer 'f2 but the volume decreases
So for the F3 F4 keys etc.

You have some advice on how to solve it.
    thank you

You can press Fn+F1 to access the "F1" button or press Fn+Esc to swap the behavior. (You can also change the behavior in the BIOS.)

I did not know Fn + Esc
For the electrical problem you know which driver or command to handle the current electric current change

    Thanks
