It would be prudent to install the latest BIOS.

Also install Dell Command | Power Manager (if not already installed) and run it to test which of the thermal management profiles works best for you. Also make sure that the computer is not sitting on a soft surface which is blocking the inlet air vents on the bottom.

i installed Dell Power managment but nothing changed.

i have now more information about the problem ...

I selected in power options the "restore default setting for this plan "
this caused the laptop to say "plugged in but not charging"

then when i restart laptop it says "alert the ac adapter wattage and type cannot be determined. the battery may not charge. the system will adjust the performance to match the power available" to continue press F1.
then the adapter starts again to charge tha laptop BUT the laptom gets hot on bottom when charging....

and if i restore to default power plan , then again the adapter stops charging just plugged in , and the computer cool down

take into considaration that i dont use the power adpater that dell says that is compitable, but a dell power adapter with same volts, watts, and ambers. ....

The computer finds out the PSU power rating using the small centre pin on the PSU's DC plug. Check (i) you are fully pushing in the DC plug and (ii) that the centre pin is OK.

I have never noticed any heat during charging. If there is, this would be some heat from the charging circuit which might not trigger fan activity because the thermal sensors are on the CPU and other chips. The battery itself should be cool.

You can also run the hardware diagnostics. Tap the F12 key a few times immediately after starting the computer and then select Diagnostics from the list of options.

I would recommend that you confirm that the problem occurs with a Dell adapter before calling for warranty service.

It turns out the latest BIOS update makes the CPU whine or whatever that is even less noticeable than after motherboard replacement.
I don't hear it even in a silent room anymore.
    EDIT:
Varies from time to time, but true in general.
The same kind of noise, but louder, is emanating from the AC adapter. I can hear it when I put it on the table ~ 50cm away from myself. Is it OK? Can someone confirm that? Or might this be caused by some old electrical circuits in the building/etc?

i run all diagnostics that dell told me (service dept.) and all were fine.

Actually it gets warm in bottom only when charging , when it says fully charged , and still the cord is plugged in stops being warm ..
actually the same happens when i charge my iphone (when plugged in for charging , it is warm ),

    is this possibly normal ?

one more information "it does it especially when wifi is on, and plugged in to charger, and some downloads from windows or office are being downloaded"

I am surprised to see a charging current of about 1 Amp (=1000mA) when the battery is 95% charged. In my experience the charge rate reduces to a trickle when the battery is nearly full. However, the battery temperature sensor does not show any significant heat. Phones also warm up when charged, particularly those using 2 Amp chargers.

If may be useful to further examine the battery charging behaviour. You can use BatteryInfoView to monitor battery charge / discharge when within Windows. Which battery profile are you using in Dell Command | Power Manager? I use the Adaptive profile.

The charge rate at 50% discharge looks reasonable.

Check the charge rate once the battery is 90% or more charged. In my experience the charge rate reduces substantially.
