Are you able to use the internal screen with switchable graphics? And how did you enable them, thought it was a Nvidia only option

Highly unlikely. The WX 7100 is based on the RX 480. The WX 4150 is based on the RX 460/560 with 14 Compute Units.
I haven't given that a try since it's an LVDS screen. I might later, though.
Also, the BIOS had a Switchable Graphics option from the start. Even when I had a M5100 in the laptop or no dGPU at all. I just left it enabled when swapping the GPUs. The M4800 supports both Optimus (Nvidia's Switchable graphics) and Enduro (AMD's Switchable graphics), I believe.

Nvidia only on m4600, Enduro was enabled support on later iterations.

I should mention that, at least on battery, you'll need manual fan control for the RX 460 because sometimes, the temperature sensor for the GPU doesn't record anything. Dell Command Power Manager isn't enough for it.

So I disabled Switchable Graphics from the BIOS, and the RX 460/560D doesn't detect the LVDS display. Thankfully, I can access the BIOS through an external monitor, so I can still switch between the two settings.
EDIT: You can modify the voltage, though. However, you can't adjust the clocks of the GPU. You can also toggle between Graphics and Compute performance as in the Radeon Software as well.

What program would I need to manually control the fan speed?
As far as I know the EC controller on the M6700 and E6540 are locked down, that's why programs like Notebook FanControl don't work (which rely on the ability to write directly to the system controller register).

I use HWInfo. After using the laptop more, it seems to be an issue when using the laptop on battery as the fans work fine without manual control on when plugged into the wall.

Hmm...I wonder if this will work for my ol' m4600 since both laptops are using LVDS and for the next 3 months I wont be using the internal screen.

Wouldn't you be BIOS limited though?

Thus far, AMD has yet to hit a limit on the m4600. The only reason the m5100 was the best card was due to nothing better being available from AMD. Nvidia on the other hand, nothing works beyond what was shipped from Dell.
