In order to diagnose whether it is a hardware (related to cables and that) or software (Windows 8) issue, you can try booting Ubuntu from USB.

In my (XPS) computer I have no trouble whatsoever using USB devices from Ubuntu, whereas some devices are not recognised properly with Windows 8.1 (I think it is an issue related to the drivers of the USB controller).

Thank you! No. The wikia for xps 15 is good for the m3800 too? Can you advice me to format and have a fresh Wondows install when I'll get the brand new M3800? Thank you so much!

Yeah, I lean towards it being a Windows 8.1 issue simply because USB devices that DO NOT charge from a USB port work perfectly fine. It's only the USB devices that can charge from the port that are acting up. That's what leads me to believe that the USB ports themselves are fine, and that this is either a BIOS or most likely Windows 8.1 driver issue.

I'm still debating installing Windows 7 as well.
Not trying to be mean or anything, but if you do a quick search of this thread/these forums, (or even the internet) you will find tons of info on how to do clean Windows installs. If you have more specific issues during your install, then you will probably get more help here, but your question is very general, and extremely easy to find the answer to, so that's probably why no one has responded yet.

My question was if you( that already have the m3800 and have already format that) advise me or not to do a format and a fresh install of Windows when I receive the machine. I wanted only an advise by anyone that already have the machine. Thanks

Ok, sorry about that. I am assuming your first language is Italian it looks like? I think the way you are typing your question in English sounded like you were looking for advise on HOW to format the system (that's how it looked to me at least, lol). I personally always advise blowing away the Dell install and starting with a fresh Windows install, because that's what I do with all of my computers. Some people disagree with doing that and think it's unnecessary, but I can look no further than the huge Lenovo Superfish debacle as a great reason to blow away all "factory" OS installs and start from scratch.

I own 2 Lenovo computers and I did exactly what I stated above to both of them, and I am very glad that I did!

Yes, they are pretty much the same system, with a couple of minor differences (mostly a different graphics card -Geforce vs. Quadro- and presence or not of NFC).

There isn't any reason to make a fresh Windows installation on a new XPS15/M3800, this action does not solve any issue.

^This. Given the questions the poster is asking, it is quite likely he would be best off just leaving well enough alone. This machine is not loaded up with bloatware and works well enough as is, so there's no reason to do a fresh install.
