    Seems that this issue happens only with some cable, I have the same issue with my Galaxy S2 using Samsung supplied cable, but if I use cable supplied with my Logitech keyboard the connection works
    normally.

    XPS 15 and M3800 2015 are supplied with new Dell Wireless 1560 WiFi + Bluetooth instead of Intel AC 7260.

    I was having the same issue but updating to A07 bios seems to have fixed the problem.

    ^ I have the same issue with my Moto G - didn't work with many cables, but I eventually found one that worked. The other "solution" is to use a USB hub. Updating to A07 made no difference for me.

    Thanks a ton for the responses guys. After a bunch of searching, trying things, even more searching, and even more trying things, it seems like the issue is a combination of things. From what I have found, the issue definitely rests with Windows 8, as I have read about plenty of other people who have had the exact same thing happen, but Microsoft supposedly patched the problem. I know for sure that all of the devices I was trying to connect work just fine, and the USB ports on my Precision M3800 work just fine as well.

    Last night I got frustrated and decided to just blow out Windows entirely and do a fresh install (which I did when I got the machine weeks ago). After re-installing Windows and all of the Windows updates (before doing anything else) I installed the M3800 drivers and then tried connecting my devices to my PC. No dice. So then I tried what -Mac- suggested and connected my devices with the thicker/better quality USB cables (instead of the skinny ones that I normally use), and my devices connected just fine.

    Here's the part that makes no sense. I then installed iTunes and plugged in my iPad (just like I did the other day) using the exact same cable that refused to work a day before, and the iPad connected and synced perfectly. It almost makes me wonder if somehow a "successful" connection by other devices made the port drivers "wake up" or start acting right. It sounds ridiculous, but I really have no explanation for why my iPad suddenly connects properly now.

    I am already on the A08 BIOS, so BIOS updates have nothing to do with it either. The only thing I know for sure worked is connecting my devices with the thicker/better quality USB cables (that still doesn't explain the iPad suddenly connecting properly though). Maybe blowing out Windows and installing every single Windows update FIRST before attempting to connect anything had something to do with it as well. I'm really not sure, and the whole thing makes me angry because it's a stupid Windows 8 thing that Microsoft introduced. I even tried connecting these devices to my daughter's Windows 8 PC, and I got the same issues until I switched cords. I can connect all of these devices to a Windows 7 PC with any kind of USB cord, and I have no issues whatsoever, so as I said before, the issue rests squarely with Windows 8.

    At any rate, my last remaining issue with my M3800 has been solved and everything is currently working as it should be.

    Thanks again for everyone's help. The cord trick definitely helped save my sanity.

    Ah, scratch everything I said in my previous post. I am still seeing this issue intermittently. I know in the XPS thread some people think this is a Dell issue, but again, I believe it's a Windows 8 issue, as I have personally seen it happen on non-Dell computers running Windows 8 as well.

    So now my choice is to either live with it or go back to Windows 7. I really don't feel like: A) Going back to Windows 7 or B) Reformatting this hard drive yet again, so I may just have to live with this for as long as I can stand it.

    It's just really hard to believe that Microsoft blundered something like this so badly. What, did the USB tester guy ONLY use flash drives to make sure that Windows 8 played nice with all USB devices?

    I have a thought on the thin vs thick USB cable. I had a similar issue with an external DVD drive not working on another computer. My guess is there is enough resistance under heavy power load that the computer/device sees a voltage drop issue and reacts accordingly. I don't know if that means powering down the port or just assuming there is an error and refusing to work with the device. Either way, we rarely think about it but when you start drawing .5A over some very thin wires I can see issues coming up.

    That makes total sense, but after doing some more testing I don't know what to think anymore, and I am close to just giving up. I just plugged my devices in to my daughter's non-Dell Windows 8 machine (with the thicker cable), and I didn't have one issue at all. This now makes me wonder if this is somehow a Dell-related issue, as my daughter's machine is a Lenovo.

    Looks like I may have some decisions to make...

    One suggestion: In case you haven't done so already, go into Device Manager and make sure that any power saving options for USB devices (particularly the hubs) are turned off.
