Microsoft will sometimes push BIOS updates for newer machines down through Windows Update (with cooperation from the OEM). I believe that @SvenC is using one of the Windows "Insider" channels so he is seeing pre-release updates? Microsoft hasn't pushed this 1.11.0 BIOS out to the general public.

Anyone else have the 2186M, and what are your average CPU temps under load? What do you use to see them?

Yes, I use Release Preview, but thought it was Windows previews, not Dell BIOS previews...

They'll throw drivers and BIOS updates in there as well. It's not the first time that a Dell BIOS update has shown up for users on an Insider channel.

    New BIOS v1.11.0 is out.

    Release notes:
    - Fixed the issue where there is no audio output when a monitor is connected to a system after it resumes from sleep mode.
    - Removed the IpSec driver and application.
    - Fixed an issue with preboot TPM detection and error logging.

Did you install 1.11.0 and try if the screen brightness keys still work?

Hmm, installed 1.11.0 BIOS from Dell support downloads and again Fn+Up/Down does not work.
I reinstalled the Intel GPU drivers from Dell as well (26.20.100.6911), didn't help.
When in BIOS, the Fn+Up/Down keys are working. But not in Windows 10 1903.
The other Fn keys do work, like e.g. Fn+F1 to F3 for volume control.

    Going back to 1.10.1...

What a pain, they've stopped updating the FTP updates page so my RSS feed is not working... I'll have to find some other way to scrape it.

    Anyway.
I installed the 1.11.0 update this morning.
It gave me this nice message after rebooting (WD19DC dock connected).

I just shut the system down, disconnected and reconnected the dock, and turned it back on. It booted up without complaining.
Fn+Up/Down does work for me but I am running with graphics switching off / NVIDIA GPU driving all displays.
