Just for note the NVIDIA cards do not have this requirement for perfect HDMI out

Are you sure this is primarily an issue of the graphics card? I thought overscan is a feature of modern TVs to handle some analogous input signals and therefore should be switched on or off on the TV side. The other way surely works too, but as far as I understand this would be fixing a bug with another bug.
When I first connected my previous laptop (Intel graphics) to a LCD TV via DVI-HDMI I had a similar effect like SvenC. After switching off overscan in the TV menu everything was fine.

Nope my Mrs has the Envy 17 with the ATI 4830 card and the machine at work powering the 50" plasma screen with an ATI 3650 has the same problem.

Seemingly on most TV's ( I have seen this in 4 cases with ATI cards ) after plugging in the HDMI cable and setting it to 1080p or 1920x1080 the image does not fill the screen. There is a well buried option in the ATI CCC where you can change overscan settings and then it fits.

On 3 different NVIDIA based machines including an ION card this isn't an issue.

I searched all options on my TV (Philips pfl7605) and did not find anything that would bring the HDMI input to full screen. A little bit of googling brought overscan on the picture and after some digging in ATI CCC I found the setting.

Strange ATI default value for overscan...

FYI: I'd recommend the Dell Display Port to HDMI adapter (part number TK041, costs about $15) as it passes both video AND audio. Surprisingly, not all adapters / adapter cables do this. I purchased a DP to HDMI cable from Monoprice (I'm a huge Monoprice fan), but the DP to HDMI cable that I got from them only passes video. Upon the advice of this forum, I purchased the Dell DP to HDMI adapter and it works perfectly.

Many newer HDTVs have a picture or aspect mode that is usually called "Just Scan". My older Samsung HDTV doesn't have it, and I have overscan issues. My newer LG HDTV and both of my parent's HDTVs have this mode, and it eliminates the overscan issue. This may not be the case with all HDTVs though.

I wonder if the fact that my older Samsung only supports up to 1080i while the others support up to 1080p has anything to do with it?

Sorry I missed this when you posted it the first time. You switched to legacy drivers - right?
