    Out of nowhere Dell sent out another technician without letting me know.

    I made it clear that I can't pick up a phone and to have them send the keyboard instead, they still don't listen, too bad I'm past the return period, can't really be bothered to deal with this crap.

    GPU was active, according to GPU-Z.

    I'm getting 827 in 3dMark 11, while the Intel shared graphics apparently run around 1200-1300. That's pretty disappointing. I've also never heard or felt the GPU fan blowing any more air than it does at idle, while the CPU spools up like crazy. It's not running hot, though, so I don't think it's throttling that hard...

    Anyway, it's great at work (I'm currently running a VM of our mail server to test some modifications), but 15 FPS in a game like League of Legends at minimum detail? Not really usable for my only machine.

    OK, just ran 3DMark11, and got:

    Score P3298 with AMD Radeon HD 8870M(1x) and Intel Core i7-4700MQ

    Graphics Score 2979

    Physics Score 7509

    Combined Score 3186

    so bang on my estimate of around 3000.

    Sounds like you need to do a driver cleanup, download the latest drivers from Dell, and re-install.
