Keep in mind that the battery has a maximum power draw of 100W. If your load is pulling more than that, then you will be throttled. (The system has a 180W power adapter.)
This may not be your issue... I think this is more of a concern with the 17" systems that have beefier GPUs.

hmm so my battery is probably shot then i do get a warning stating its time to replace it. I have another question. the dell 1601 card is junk so i put in an intel 5300 but i want bluetooth so i put the dell card in the half height next to it in hopes to get bluetooth but it doesnt even show up as any bluetooth detected but the card is detected and works otherwise. any ideas?

The Bluetooth part of the card uses the USB interface and not the PCIe interface. It's possible that it is only hooked up to work in its original slot. You could try an Intel 7000-series card, those also have Bluetooth.

What issues with the 1601 do you have? I use the WiGig a lot at home, but have no issues using it around the office with Meraki APs or at home with an R7000 router.

it refuses to connect to my 5GHz WiFi i have no idea why. but the intel 5300 i pulled from an HP works flawlesly. maybe it was faulty who knows. when i got this laptop it was severely damaged. Had a massive dent on the bottom right corner that looked like someone had dropped it from atleast 6 feet onto cement. and when i replaced the bottom it was so badly twisted it it wont sit flat. the lcd also has some damage though its minor looks like a pressure spot. overall this laptop was a right mess before i repaired it.
