Disabling the C-states will increase the heat. disabling turbo mode will slow down the CPU and it will run cooler.

However, the cooling system is more than sufficient to handle the heat from the i5-6440HQ (there are configurations with quad core CPU and a separate GPU). Open HWiNFO, enable sensors (including the Dell EC sensors) and then run wPrime 1024. After the test take a note of the the wPrime score and, from the HWiNFO sensors window, the maximum CPU speed, the maximum CPU package power, the maximum CPU temperature and the maximum fan speed. I am wondering if you have a badly pasted CPU which would mean that the heat doesn't get removed properly.

Btw, Cpu is still 90% max. So i'll do this process again.
i couldn't find the fan speed. how to enable it?

Your wPrime score, and CPU speed are very close to mine (in spite of the 90% CPU setting). Your CPU temperature is lower than mine (which got up to 91C on one core) and the CPU package power is slightly lower than mine. It looks like you didn't click Continue at the Sensor warning when you started the HWiNFO sensors.

Once you do that then you get additional data including the fan speed. The maximum speed I have seen is around 4,200rpm.

If you are not getting the Sensor warning then go to HWiNFO>Summary and reset your preferences.

    thanks!!:)

here are the current screenshots from the second wprime 1024 with the maximum cpu speed; 100% and with the fan rpm. i'm not sure if anything changed dramatically.

fan maximum rpm is 3383. so maybe it's the fan?
usually i never hear the fan running (there are 3 levels of fan noise: silent, medium and super noisy).
the casing is always warm. after 10-30 min of web browsing or 10 min streaming it gets really hot (as i mentioned already sorry). so putting it on my lap is impossible. it seems like the heat isn't disposing well enough.
power management is balanced or power saver (or optimized or cool).
    i haven't notice any differences.

I suspect your fan didn't get to the higher speed because the CPU temperature didn't get over 80C.

I'm jealous that your CPU runs cooler than mine and I'm confused that you are complaining that your computer gets hot when mine does not. It is as if your computer is somehow conducting transferring heat to the external surface rather than through the heat pipe to the fan.

I think I have run out of ideas.

thanks. mine comes with a dgpu but its not in use.
i always make sure to put the laptop on a solid surface in order to not block the heat pipe.
is there anyway to adjust the fan differently?

Dell Command | Power Manager has some thermal management options while there is a program called Intel Dynamic Platform and Thermal Framework which is available among the drivers for the E5570.

The former gives you some options while I assume the latter just does background configuration / optimisation.

You should have a Dell power profile in your power options which sets what Dell thinks are the most appropriate power options.

The thermal management options should change the balance between performance, heat and fan activity. The options are Optimized (the default); Cool; Quiet; and Ultra Performance.
