I finally managed to fix it. It was a Dell power profile problem. I proceed as follows:

    1. Open a command prompt window (as an administrator)
    2. Type the following command: powercfg/list
    3. Note the power Scheme GUID for Dell power Sheme. In my case Dell power scheme is 49EF8FC0-BB7F-488E-B6A0-F1FC77EC649B and close command prompt.
    4. Open regedt32 and find Computer\HKEY_LOCAL_MACHINE\SYSTEM\CONTROLSET002\CONTROL\POWER\USER\DEFAULT\POWERSHEMES\49EF8FC0-BB7F-488E-B6A0-F1FC77EC649B\0012EE47-9041-4B5D-9B77-535FBA8B1442\80E3C60E-BB94-4AD8-BBE0-0D3195EFC663
    5. The problem is with the value of ACSettingIndex key. Instead of 0x00000000 must be set to 0x0000003c
    6. To change the value you have to change permissions to that key. So Right-Click on 80E3C60E-BB94-4AD8-BBE0-0D3195EFC663 and select Permissions ->Advanced -> Select Owner tab -> Highlight Administrators from "Change owner to" menu check the "Replace owner on subcontainers and objects" and click ok.
-> Select Advanced again and go to Permissions tab and select Add... ->Enter your username account and select check Names. If finds your username click ok. -> Double-click on your username in Permission entries and check "Full control" under 'allow". Then click ok.
    7. Now you can change the ACSettingIndex key value from 0x00000000 to 0x0000003c
    8. Close regedt32
    8. Set refresh rate to 60Hz from Nvidia Control panel or any other menu and apply changes.
    9. Restart and in my case works just fine.

Scott and all the others who helped me, thank you very much.

I registered my system to Dell web site, and managed to download Roxio and other software.

If you have the lastest bios installed, why? The bios has nothing to do with the OS drivers. When you have the latest, you are done. You can update afterwards without any problem.

Just try the order as described in the reinstallation guide from dell self or try this:
    - Chipset (download from intel)
    - AHCI drivers (download from intel)
    - Intel graphics (download from intel)
    - nvidia (download from nvidia)

All the other can be installed in a random order (networking, wireless, audio,sd card etc). Be sure that when you use the security framework, there is also a preferred installation order.

    Hi,

I'm having a problem with the webcam in my E6520. Sometimes when I start Skype call the video colors get weird (red, blue, green, with some parts of the image shown in normal color). The problem goes away after not using the camera for a while (and possibly hibernating/resuming/restarting in between) so it doesn't really have anything to do with lighting conditions, apparently.

During the "weird colors" state the Webcam Central utility can't take videos in a 1280x720 or higher resolution at all, shows black screen, only lower resolutions work, also in weird colors.

Any ideas about possible causes and remedy?

thinking about buying a E6520, ive looked up the forum a bit and some users seem to have a noisy fan. is it a general issue ?

how do you feel about the noise of your fan ? is it noisy or whisper quiet ? assuming you just browse the web or watch a movie.

should i go for an I3 or an I5 ? i d like the spec to have a nearly silent laptop without having to buy a macbook :<

You either have a loose/bad cable or the webcam itself is bad. You can check the cable by simply popping off the LCD bezel and confirming the ribbon cable connector is secure. Likewise, there is the webcam/mic header connector to the RIGHT of the LVDS video header on the bottom side of the system that can be checked. Regardless, it is it a 5 minute fix to replace the camera if that is the issue. Just have Dell send you a replacement as a "parts only dispatch".

The Latitude fans are very quiet compared to "normal" non business class systems. Even under load with the fan at 1500-2000rpm, it is not bad. If the thermal transfer compound is applied correctly by Dell, the system fan will be either off or on a very low level that is hard to hear in a normal room. I would choose the i7 (2720QM) processor or at the minimum an i5 2520M or 2540M.

Fan is quiet for me. Fact is I have been trying to get Speedfan to actually control my fan speeds and get it working more than it does, but Dell has somehow blocked the program's ability to do that on this new E-series.

I have the i2520 - it was the best dual core i5 at the time and I have yet to do anything that makes it really blink, but then I don't really game on it

got some minor or maybe major issues here.
    1) downloads are stuck
whenever I am tryin to download anything,it times out majority of time.
same links same internet connection gives instant download when i download from my motorola atrix.

can it be kaspersky or my wlan card?

    2) I have put it on ahci mode after registry tweak found here itself.
previously i was running on msahci driver,i used to find it snappy.
but when i am running Intel RST,i find it lags sometime.
like launching windows live mail and so on.

I am using samsung 830 series 64 gb ssd .

    3) today i went to install dell webcam center after clean install.I hav been not using this for last 3-4 weeks after windows install.
unfortunately I found my dell cd broken at center.

where do i get this software?

    thanks.

I think it is noisy. At least in my case, fan seems to be louder than the 7200 rpm HDD. Other users disagree with that. I used to work with an IBM thinkpad for more than 3 years, in an really quiet environment, and the firsts two or three weeks, using Dell Latitude E6520, it was rather disturbing. After two and a half months, I think I get used to it. Noise exists but it is not so disturbing. Generally speaking and having test Latitude for not so long period of time (2 and 1/2 months), it is a nice machine that seems to worth its money and your attention.
