Installing DPTF 8.1.10604.207 solves 2.2GHz lockdown issue (I downloaded DPTF driver from XPS15 9550 page I think it's the same of Dell Precision 5510), but now Intel HD 4600 has a higher clock than before, in fact before of this update my HD 4600 was working at base clock of 400MHz (as say Intel specs), now it works at base clock of 600MHz.
Disconnecting power cable causes a momentary drops at 200MHz, but almost immediately back to 600MHz.

Changing energetic profile changes base clock of HD4600:
High performance set it to 1.15GHz
    Balanced set it to 600MHz
Energy saving set it to 600MHz
Dell profile is still on 600MHz

    I'm on Windows 10 and I'm using:
    DPTF 8.1.10604.207
Intel Video driver: win64_154010.4300 or win64_154012(beta), base clock is still 600MHz on both.

    Update:

Seems that I can't go back to old DPTF 8.1.10600.147, Windows refuses to install...

Stray program exercizing the GPU? It goes down to 200mhz on mine when on batteries -- when in "Energy Saving" in the Intel Graphics control panel. 600mhz on balanced.

    Display driver is 20.19.15.4300 (10/31/2015)
    DPTF driver is 8.1.10604.207

Maybe a dumb question, but how do you check the HD4600 clock speed? I looked in the HD Graphics Control Panel but don't see it.

    You can use:
    Intel Power Gadget
    GPU-Z
HWINFO64 (with this software you can see all sensors of PC).

I thought the same thing, in fact my GPU load never drop of 2%, but the main question are 600MHz in idle on GPU when power cable is connected, I'm pretty sure that before of DPTS update this value was 400MHz in idle, even Intel specs says that:
    http://ark.intel.com/it/products/75118/Intel-Core-i7-4702HQ-Processor-6M-Cache-up-to-3_20-GHz
    http://ark.intel.com/it/products/78932/Intel-Core-i7-4712HQ-Processor-6M-Cache-up-to-3_30-GHz

    I'm on Windows 10
    Intel Display driver is: 20.19.15.4300
    DPTF driver is: 8.1.10604.207

Have you tried to go back to the original DPTF 8.1.10600.147?
For some reason now Windows refuses to install it.

I haven't tried rolling back since going to 207 -- I was able to go back to 147 from 174, but I'm content with the power saving as it stands. If it could be a bit cooler when plugged in, it would be nice, but I'm not seeing either the "stuck at 2.3ghz" problem I saw with the first round of upgraded software, nor the original even worse "if I bump the power cable enough to get the wattage warning, I get stuck at 800mhz until I either sleep the machine or run several minutes on battery" problem I had with whatever the original not-sure-what version and the prior BIOS.

I need a new power jack whenever I can get a service call in after the holidays... this will be the 4th replacement (5th jack) in the 2 years I've had the machine. Awfully fragile. Fortunately, not soldered, and a pretty easy FRU.

I can confirm this exact thing too. Momentary dip to 200mhz and then up to 600mhz as well as the profile change base clocks.
