This is something I always wanted to know, if ram installed is past supported is there a chance of no bad side effects(bsods,no turning on,etc)?

I'm afraid I don't know what you're asking here. If you are asking what would happen if you installed memory that was past what a motherboardis capable of supporting, then the answer would be nothing. The motherboard will automatically de-clock the memory to what the motherboard is rated at supporting.

For example, if you have a laptop that supports DDR2 667MHz PC2-5300 memory, and you install SO-DIMMs that are DDR2 800MHz PC2-6400 memory, the motherboard will detect this and automatically de-clock the DDR2 800MHz memory to DDR2 667MHz speeds. Suffice to say, there are no ill side effects, BSODs, or anything else that would negatively affect your laptop by buying faster memory than is supported by it.

I mean my laptop supports 4gb ram max, what would happen is I put 6Gb or 8GB ram.

That depends. Are you running a 64-bit capable operating system or a 32-bit system? 64-bit systems can exceed the 3GB memory barrier common to 32-bit operating systems. Thus, you can fill your memory slots out to your hearts content.

However, some motherboards/chipsets limit the maximum effective amount of RAM you can have installed at any one time. For instance, if your motherboard/chipset supports only 6GB of RAM and you install 8GB, the system will recognize only 6GB, regardless of the type of OS you are using, 32- or 64-bit.

It also depends on the chip you put in. If your laptop can only support up to 2 GB chips, and you put in a 4 GB one, the laptop won't recognize it.

I have 64 Bit but i also have the 965GM/PM chipset which i know supports up to 8gb ram.But dell said the limit is 4GB, i wondering if this was said since no DDR2 4GB ram sticks were made during that time.

While the chipset can support up to 8GB, sometimes the BIOS limits the support and won't recognize more. The manufacturer usually doesn't enable all the features that a chipset has to offer, for example the PM45 chipset supports DDR2 and DDR3, but manufacturers only choose to support one. Really the only way to know for sure if a recent BIOS update has changed the value from 4GB to something higher, is to test it yourself or search to see if anyone tried it.

I own a V1500 and wanted to know if it would be possible to go pass the system max supported ram which is 4gb. What would happen if i tried this, and is this just a waste of time?

Most likely the computer wouldn't boot.
