TB-3 Ports on 7550 take 130W maximum. To power it you'll need both ports powered.
So two 130W USB-C chargers. It's highly impractical, so better option is 180W (or larger)dell PSU and TB19DC.

The system will throttle pretty heavily with anything less than 180W.
I don't know if two USB-C chargers will work. I know it works with the dual dock connectors but I haven't heard of anyone trying two independent power adapters. I wouldn't be surprised if the system will only draw power from one of them. As stated, the max for USB-C is 130W and that is not enough to prevent the system from throttling. (If dual power adapters does work, seems like 2× 90W would be OK.)

If you go to the BIOS and switch from RAID mode to AHCI mode, can you then see the SSD in Acronis?
(Switch it back to RAID mode before you try to boot Windows for the first time.)

Either Macrium Reflect or Acronis True Image media (Windows PE version, not Linux version) should be able to see the drive if the system is in RAID mode if you load the Intel RST driver.

I'm about to purchase a 7750. I've heard rumors the 4000gtx gives approximately the same performance as 5000gtx but I've been unable to find any actual data supporting or denouncing that. Considering the hefty price increase, I don't want to be throwing money away for no good reason. Primary use is CAD (solidworks) but will be for some games.

This is accurate. Benchmarks have shown the performance increase of RTX 5000 over RTX 4000 is 5% or less in almost all applications. (We've seen the benchmarks posted on this site, probably earlier in this very thread.) The reason is, even though the RTX 5000 is a better chip, they are both bound by a 110W power limit. The RTX 5000 is substantially power-throttled.

The situation was the same with the Precision 7730 Quadro P5200 vs Quadro P4200.

RTX 5000 does have double the vRAM of RTX 4000 and that could be useful in some situations.

Why would you not choose the 4K display? It's 2020 and 1080p resolution sucks. Another observation is that top Xeon CPU has the same performance as the i9, but with several extra features (mostly enterprise related, but still).

Battery life. 4K = 4x as many pixels as 1080p; both the CPU and GPU (integrated or otherwise) work a lot harder to drive that many more pixels.
