Sounds like it's an issue with Windows. Have you tried verifying integrity of system files? Corrupted HID drivers are also a possibility.

A system reset might fix these issues but if you have a lot of software installed / configured it might be worth trying other solutions first.

New BIOS (1.13.1). Brightness control problem was solved!

    I've seen no problems yet.

Undervolting is broken with this new firmware:
I don't think I'll update: my UEFI firmware is fine as it is.

7X40 users have been able to restore undervolting capability just by doing "reset settings to defaults" in the BIOS one time. (It even "stuck" for the subsequent BIOS update without the need to reset settings again.) Possibly the same for 7X30?

Possible, but I don't feel like upgrading until I'm certain.

indeed, undervolting is broken with latest BIOS. Resetting BIOS to default settings didn't help.
Plus it looks like I cannot enable powersave CPU governor in Linux.
    You'd better stick with 1.12.

    *edit*
BIOS downgrade didn't help. Maybe this is related to the recent update of intel microcode package.

Yikes. Looks like Dell fixed the 'bug' for the Precision 7530. I'm still stuck on 1.11, which works perfectly fine without introducing any of the problems in 1.12. I don't think I'll upgrade, and I really hope Dell uses AMD parts next year.

I'll try to downgrade to a much earlier version of the BIOS, reset settings and upgrade again to 1.13, and see if that helps. If I don't have anything more interesting to do this week-end, because I guess it will be a waste of time.

Could you please reply in my thread with model and hardware so I can add it into the list of shame? Thanks.

BLACK LIST. Adjustable voltage control/turbo ratio limits are locked out due win update/Bios

Actually already did, here. Precision 7530, 7730, 7540, 7740, possibly 7550, 7750 all unable to undervolt (either stock, or after BIOS updates).

It is expected that every notebook with 10th-gen CPUs will be unable to undervolt, because of microcode updates anyway, so I don't think it's feasible to maintain that list.
