    Probably, yes.

    That is not always true.

The chipset has to find a memory timing that is supported by all modules. Sort of a 'common denominator'. That means it's possible that the modules may be clocked at a lower speed than 2666 MHz, if the 3200 Mhz modules do not support the timing of the 2666 Mhz modules at that speed.

Open up CPU-Z, go to the SPD tab, and see if your current modules have timings listed for 1333 MHz in the "Timings table" section. (I think that if there are more than four entries in the table then it will only show the last four, so you might have to use another tool to check, maybe hwinfo64 will also show something like this?)

Anyway, buy new DDR4-2666 modules that match those timings and they should be happy to work together. In my experience, if the modules match on frequency and CL then they are highly likely to match on everything else.

Hmm, the Precision 7540 has been removed from the WD19XX PDF documentation. However, searching for '7540' ]here returns some results, about a new 'BIOS verification' application that's apparently exclusive to 2019 models.

I saw it in the video, and as the frame capture proves, there was a version with the 7540... Makes one wonder why they removed it for the public release.

I guess it is expected since probably most BIOS code is shared for the same Precision generation. My 5530 with i9-8950HK came with BIOS 1.6.0 (currently at 1.8.1). A pair of Crucial Ballistix 2666 wouldn't even POST unless paired with a stock stick. Of course, they worked and overclocked just fine in another PC. Dell told they don't support timings XMP profile offered and there is no way to select DDR4 speed in BIOS. In past, I had a positive experience with modifying DDR3's SPD timings, but, unfortunately, Thaiphoon Burner reported that Ballistix is read only. So I just got plain and simple Crucial 2666 and had no issues since then.

It's not the first time Dell or Lenovo first allow XMP profiles and then disable them. Same happened with Latitude 6x20 and ThinkPad x20 generations. Some people reported that flashing back an old BIOS, configuring it as you wish and then flashing a new one would mitigate an issue somewhat. If you don't ever hit a Save button in a new BIOS it would use original DDR3 timings/speed. I guess it worked because it was keeping original settings by default.

YMMV but I wouldn't hope for a fixed BIOS anytime soon as default memory controller settings are probably coming from Intel directly, and I doubt Dell has enough resources or incentive to fix this.

That new TPM update is sort of a pain to install, if you already have BitLocker enabled anyway...
First off, it requires that the TPM be cleared. I had to suspend BitLocker and take steps to make sure that it would not automatically unsuspend (basically, attach a bootable drive via USB; BitLocker will demand that you remove it before it will allow itself to be re-enabled).
Next, the update tool says that it can't proceed because I have the "Disallow upgrading to an older version of the BIOS" option turned on.

After turning that off, I checked again; that doesn't make any sense, it is indeed trying to update to a newer version.

Anyway... I got it figured out in the end.

This is putting it rather mildly. I first got an error saying 'TPM is Owned', so I had to follow an online document to let Windows 'disown' the TPM. After applying the update and rebooting, I suddenly couldn't log on to my user account, using any of my credentials! So I had to reset my PIN to get back in.

I used the "Clear TPM" function in the BIOS to get around the "TPM is owned" message. (Had to do it twice, Windows automatically grabbed it again at some point while I was messing with it.) And I also had a strange thing with my account. It made me enter the password for my connected Office 365 account again, and it also "forgot" all of my Windows Hello stuff, I had to set up the PIN and re-enroll my fingerprints. (Windows Hello worked after the reboot, it was sometime after I logged in that everything got lost. Odd.)
