It should be eligible for the free upgrade.

And the XPS 15 has Win 10 also pre installed... So it's maybe just a matter of time.
U could ask via phone/chat if it's possible to order with Win10.

The 7710 is available with Windows 10 via the US store: http://configure.us.dell.com/dellst...ision-m7710-workstation&c=us&l=en&s=bsd&cs=04

(Also, interestingly, the 3510 is both available with Ubuntu, AND actually $100 cheaper with it; I don't follow Dell's Linux offerings closely so this may not be new, but it's the first time I've noticed it being cheaper than Windows Home rather than just saving the modest difference between Home and Pro.)

Since it's available over here, it's not a technical problem; I suppose it's possible it's a support problem (no localized drivers for something) but more likely it's just a sales-channel thing. I don't have access to a European premier, but if someone does, it would be interesting to see if they can order it on Premier. As M0del already said, it might also be worth putting together an equote/shopping cart online and then calling in to see if phone sales can make that change.

(Failing that, you can always order with Windows 7, do the free upgrade, and then do a "reset" to wipe any weirdness leftover with Windows 7 apps. I tend to prefer to wipe the Dell image off my machines ASAP anyway.)

I upgraded my M6500 to Win10 with no problems and I have quite a few things installed. It should go more smoothly with a newer machine with newer updated drivers and components, though that may have put the jinx on me....
