Actually this was VERY weird. I was only able to get the clock to work correctly again after installing a Dell enhancement app that adds more Power profile options. I remember having that app there before I reinstalled Windows.
No idea why the windows default profiles were messing up with this cpu but whatever...I will just take it as it is lol

Honestly, you don't need to change from AHCI to RAID. When your BIOS is set to RAID. If no RAID setup is present, it will default to AHCI.

Sounds like the power options in Windows were set for the CPU to have some limits with the power profile you were using. Installing the Dell software changed the power options responsible for this. That would be my guess anyways. Also, if you want to monitor CPU frequency, Intel XTU is a much better tool than whatever Windows says it is, it has not been very accurate with some CPU generations from my own personal experience.

Right now the only issue remaining is that after I got all my devices showing correctly, it has this annoying habit of not responding after it goes to sleep. For example if I press the power button to make it sleep and then try to make it come back, it starts blinking the hard disk etc but the screen never comes out of darkness. So I need to restart.
Still not sure which driver, program or setting exactly does that because right after reinstalling the OS, I tested several times and it was fine.
    Loving it.... lol
