    I used personal DPA to by latitude E6400 through EPP. You are right about the higher price at EPP right now even with the EPP savings because of the big instant savings at small business site now. I built my system and saved in my cart under small business and then called EPP and told her I was interested in purchasing two of those laptops I had in my cart if she could do good with the price. She built the same system on her end and said she could match the small business price. I then asked her if she could do any better and beat that price (acting like I wanted to buy but was reluctant at that price) and she said since I was buying two she could do another $150.00off each one AND upgrade both to Next Day Shipping, I of course said yes.

    I think I kinda lucked out because I have been buying dells for 10 years now and that was the first time I didn't have to haggle very much, or get very rude with the person, although I was on the phone 1hr 7minutes with the lady which was enough to make me want to scream, but it was worth it for a good deal. So call up EPP and have them match the business price and you can use your personal DPA and may even get a better deal.
