What are the CPU and GPU temperatures in normal usage?

A possible cause for the fan to run fast is that the heat sink has come away from the chips so the heat isn't getting carried away (the dust clog problem has already been addressed).

Removal of the thermal assembly, cleaning of thermal compound and replacement with a very thin layer of thermal compound may help.

Some months back I replaced the fan on a friend's desktop because it was so noisy. I bought a better quality quieter fan but while replacing the fan / heatsink assembly I found a thick layer of thermal compound. I suspect this was blocking the CPU heat from getting to the heatsink. Probably, the computer didn't need a quieter fan, just proper assembly, but my friend was happy with the end product.

Yes, good temperatures. So that possibility has been crossed off.

I can't think of any other cause. I presume your fan cleaning included the radiator grille on the side of the notebook (the low temperatures suggest there is no problem with that).
