This is the lowest score from my windows 7 64 bit rating.

    I have the Processor P8600, 2.4, 3MB, Core Penryn, 25W, R0.

Any idea why my cpu score is low? i have all new drivers and everything. Bios ver is a12. Service tag C51LMJ1.

I have a solid state i just put in, and i feel like the laptop could perform better, i have the nvidia performance driver.

Also, how in the world do you get Bluetooth to work? I enabled it in bios... but i press the switch on the side and i don't see anything.

    1) WEI is the flakiest benchmark on the planet; test something like wPrime and see if you're getting the right numbers.

    2) If you still aren't getting the right numbers, you may have the "classic" E6400 throttling issue. Update your BIOS and/or look into ThrottleStop.

    3) Does the Bluetooth module show up on BIOS? What about Device Manager?

Would be a good idea to run ThrottleStop with the Log File option selected so you have a record of your CPU performance while this benchmark is running. Exit ThrottleStop when done and copy and paste the log file data to Pastebin.com so I can have a look at it.

The E6400 was one of the kings of throttling problems depending on what bios version you are using.

The dell downloads page does not have any BIOS updates, unless they hide them someplace else? I don't see Bluetooth in device manager, i checked network adapters and system devices, did't see it anywhere, i would expect Bluetooth to be installed in this laptop.. but maybe it was optional. I have a missing driver for Broadcom USH but that prob is the WAN modem. In BIOS i was able to check enable Bluetooth.. so it seems like it should be installed.

Bluetooth was definitely optional in the E6400. If you did not specify it, you probably don't have it.

No, the Bluetooth option in the BIOS only enables or disables the port. You can check in Device Info to see if a Bluetooth module is installed, but I checked your service tag and you should have one (you may want to edit your post and remove the service tag for safety reasons).

A32 is the latest E6400 BIOS update, and I would recommend that you upgrade ASAP. You'll need to browse through all downloads to find it, but here's the link for convenience: Drivers and Downloads | Dell [United States]

infowire: Was that Log File while you were running the WEI test? Did your rating improve any? I don't see any signs of throttling. Did you have ThrottleStop in monitoring mode or was it turned on?

Updating to the latest bios is always a good idea. I have an E6400 so I will have to see what a normal WEI score should be. It's a business laptop with a lot of background junk running on it but hopefully I can come up with a number that you can compare to. I think our CPUs are similar.

Edit: Here's what some ThrottleStop data looks like for my Dell E6400 with a T9550 while running WEI.

    http://pastebin.com/yXELbJ5A

The T9550 has a default multiplier of 10.0 and an Intel Dynamic Acceleration (IDA) multiplier of 10.5 when one core is asleep and the other one is working. There were times during WEI that both cores were at full load but a lot of the time it was only working one core.

Your CPU doesn't have as much on chip cache memory and isn't quite as fast. It's WEI CPU score shouldn't be too much less than 6.3. I have seen other users with a P8600 post CPU scores around 6.0.

This laptop has bios version A20 and obviously it doesn't have an SSD.

Try updating your BIOS. I have a E6400 (specs in my sig) running A31 and it scores the following:
