Ok, I've tried all the options over the past week, but none of them seem to work. What's explained there is only a solution to the issue of opening a new window in front instead of behind the current window.

It just sounds similar to the issue we're having, but it's not.
It's not addressing the issue of certain windows sometimes somehow getting the "always on top" setting applied to them, there's no way to go around it beside minimizing or closing the window, in order to get them out of sight.
I currently have no clue on how to get rid of this bug.

glad to see that I am not alone having this bug. I tried some of those tricks (sfc /scannow and foregroundLockTimeout) and did not work (did not reboot)
In my case it's chrome that is the first open, then when I open new program they are under chrome.

I've just started my computer, opened chrome for my email etc. and everything was fine. Later on, that window started displaying "always on top" over all other windows.
I have a few skype chat windows open too, now suddenly one of those windows is also displaying "always on top".

I went searching for solutions, but still can't find any that work. I tried putting another chrome window in full-screen mode, but the other chrome window, and one of the chat windows still display OVER the full-screen window.

Dragging those windows around, reveals they even display over the taskbar.

Now if you're switching between chat windows, this issue is a real annoyance, while you're working on a document in one window with the chat windows on the side over each other. It will require you to minimize that specific always-on-top window to access the other windows, or dragging it away over the other window.

Anyway, I can keep on going on about this, either way: it's extremely inconvenient.
If anyone has a solution to this bug, please let us know, thanks.

I didn't resort to asking Dell ProSupport yet, since I'm still waiting for a response on the damage (from factory) I had found inside this new M6700.

Maybe you've posted it already, but what version of the display driver are you using? I had this problem for a while but it went away after a display driver update a while back. I didn't even realize it completely until another member here (awalt, IIRC) mentioned a similar problem as well. Details should be earlier in this thread.

You have the IPS display so you want to make sure you grab drivers from Dell. The newest one they have is 306.68 --- if you're not using that version, you should update and see if that takes care of the issue. I'm not sure if that is new enough to have the fix, I've been on 307.xx for a while now.

Oh, weird, I had run Dell Client System Update yesterday and today, but it didn't update the display driver.

    I'm still on 296.79 (8.17.12.9679)

Don't know why DCSU doesn't list the new update for that driver.
I'll try installing the new driver manually later on today.

It seems to me that this app is useless! It not seen any drivers even when i have nothing installed excluding Ethernet. It also not seend new bios, newer NVidia drivers and few others. I don't believe it anymore and checking drivers online myself.

I tried finding a way to update the "Update Source Location" but I had no luck with that.
However, it did actually manage to find 7 updates for me yesterday.

Update on the video driver update, so far everything seems to work fine, no issues with certain windows going in "Always on top"-mode. :)

Now another issue, something that's worked before: I've got two 1TB USB3.0 drives, I tried connecting them to restore a backup from my old computer, but all those USB3.0 ports seem to do is power up the drives, but beside that, it doesn't do anything.
The drive seems to run fine from the USB 2.0 port at the left, but of course that wouldn't reach the speeds to put all my data back.
I've tried re-installing the USB3.0 Intel chipset, but that didn't help at all.

Do you have a Y USB 3.0 plug, it's possible that 1 port isn't providing enough power to get the drive spinning.

Like I said, they do power up fine, but it doesn't seem to be detectable on the system anymore.

No, it doesn't come with a Y USB 3.0 plug.

The drives are rated at 5V 0.85A.
They have worked on the system before, I don't see why it shouldn't work now, and they do work on the USB 2.0 ports.

I had one WD external USB 3.0 drive that seemed to be recognized intermittently by the m6700. The times that it was not automatically recognized, it would just power up. If, while the drive was connected, I disabled and re-enabled the "USB 3.0 Root Hub" in the device manager, the drive would be recognized. It turns out that the WD drive needed a firmware upgrade to fix a "USB 3.0 enumeration issue with new Intel chipset".
