So, I can confirm, Turbo boost does not work in 8.1.10600.147 (the version available on the Dell site for Windows 10). I downgraded to DPTF 7.1.0.2103 (the version available on the Dell site for Windows 8.1), and I could see the CPU overclocking when I performed a CPU-intensive task. That did not happen with version 8.1.10600.147.

However, I do see that my GPU idles at 1150MHz on DPTF 7.1.0.2103 (it idled at 600 Mhz on DPTF 8.1...) when plugged in. However, that was because the power options in the Intel Graphics Control Panel were set to "High Performance" when plugged in. If I change that to "Balanced", it idles at 600MHz.

May you check now, with DPTF 7.1, your Intel GPU clock in idle?

Have you ever installed DPTF 8.1.10604.207 in your system?
I have already did this question to people didn't never installed DPTF 8.1...207 and the answer has been that Intel GPU clock in idle was 400MHz.

No. I upgraded from 7.1.0.2103 to 8.1.10600.147 using Dell's site. I've not installed more recent versions.

I would be interested in seeing the Registry settings between folks where 400mhz idle works versus those of us stuck at 600mhz. My guess is one of the settings in
    [HKLM]\CurrentControlSet\Control\Video\{8ECEDB20-38F6-4A1C-B44F-D0D56F69DD3E} is messed up. Dunno.

Thanks to this forum I fixed my turbo, I thought my multi core processes felt sluggish. Not worries about the idle speed of the iGPU as my dell is plugged in 95% of the time.

    It runs a 28" 4K monitor.

Same here. ..... Except I do worry about the fan issue brought up by [-Mac-]. I do hear the fans go up to Level (1) (barely audible) but have not heard them go up past that. Then again, I rarely heard them before either (although Level 1 was definately "on" more often on than not back then). At this point, I'm kinda clueless. I'm just hoping things are OK. It sucks that 600mhz GPU idle might affect battery, but at this point, I've thrown up my hands and resigned myself to the fact that I have clunky machine with clunky drivers and OS.

[EDIT] There's a huge part of me that wishes Microsoft didn't touch a single other part of Windows 8.1 except for the Taskbar and Start Menu (which all live in a single Explorer.exe anyway AFAIK) and just left the rest of the OS alone. I know Windows 10 is a "success" but IMHO it is the buggiest Windows release of all time... that include ME and Vista.

Is there a support line we can contact about the issue? At least get them working on a fix?
