First of all, since the OP was talking about shipment to the US, I'm not sure why you brought up Canadian laws :(.

Second, I cannot read French, but I have doubts about if there is such a law. Take a look at newegg.ca return policy:

    http://www.newegg.ca/HelpInfo/FAQDetail.aspx?Module=13

When and why are restocking fees applied? How much is deducted when a return is subject to a restocking fee?

There is a restocking fee of 15% on all returns for refund (RMA Refund), unless waived by a Customer Support Agent. We charge this 15% restocking fee for all returns for refund to encourage customers to purchase products they intend to keep. We offer RMA Replacement without any restocking fee to support customers who have received a defective product. For CPU and Memory refunds, any restocking fee we use will be a reflection on current market value for the same cpu item. Newegg does not support attempts to profit from CPU and Memory price fluctuations.

If what you said is true, someone would have been suing newegg.ca.

So I went to the Dell Canada website to see what the return policy is:

    http://www1.ca.dell.com/content/topics/segtopic.aspx/policy?c=ca&l=en&s=gen&~section=018

THE REFUND OR CREDIT IS ALSO SUBJECT TO A FIFTEEN PERCENT (15%) RETURN ADMINISTRATIVE FEE OF THE PURCHASE PRICE PAID PLUS ANY APPLICABLE SALES TAX UNLESS OTHERWISE PROHIBITED BY LAW.

So, someone should tell Dell about your law? :)

I was saying to look into it.

When I ask Dell Canada over the phone I was told by customer service that they are no restock fees on there new built system, but provided to consumable goods, lost of product package, damaged product by the client, refurbished items. Which perfectly fits under Quebec Law. The law does mention provided a valid reason for the return. Else, yes the merchant can charge a restock fee (I think 15% is the max that the law in Canada permits).

Everyone on this forum who had to return their refurbished laptop (or new) had no restocking fees (I am sure some asked to have it waved) but those who reported who required to return the system, said that they had a valid reason (broken system that still failed upon repair or wrong product received that are what seamed to be common reason for return).

Similar situation happened to me a few weeks ago with the Outlet. I ordered a Studio 1555 with a 1080p display.

My acknowledgment confirmed this. My confirmation from Dell confirmed this. The e-mail I got from Dell when it shipped said I was receiving the 720p display. Since it was already on its way I decided to see what I actually got. Lo and behold I received the 720p display. I hopped online and talked to technical support through the chat and they claimed the order they were looking at shows I should have the 1080p and not the 720p. He directed me to Customer Care to get the situation fixed.

After 20 minutes of bouncing back and forth between Customer Care and Technical Support on the telephone I finally get someone to help me. He said although I had two e-mails and a chat log that said I should have 1080p that he was seeing 720p on his computer and there was nothing he could do about it other than give me some money off to keep the laptop or send it back for a full refund.

I sent it back for a full refund and have since bought a brand new Studio 1555 through my comapny's EPP that I am patiently waiting for.

In short I wouldn't be at all surprised if you open your computer and it doesn't have a backlit keyboard.

Also, my EDD changed like yours did too but I got the laptop before my original EDD.
