I'm sure my Latitude e6540 does this. Will check tomorrow.

HWMonitor also sometimes tells me that my battery charge level is 125% so I'm not sure if it's really trustworthy on this system.

So I ended up ordering the 58 Whr "Long-Life" Dell battery for the E6320, but my BIOS options for charge threshold have not changed. Even though this battery is not advertised as supporting Expresscharge, my BIOS options for charging are limited to "Standard" and "Expresscharge." I don't see any options to modify charging thresholds after installing the new battery.

Does anyone know if this is the correct BIOS behavior?

You can check wear with Battery Care.

Just to add to the discussion. I was pretty sure I was able to manually stop and start the charger on my E6510. Now I am not so sure. According to the 'Note' in the attached image I should be able to stop and start the charger by pressing FN+F2. Does your BIOS have this setting OP? It seemed to be working until 5 minutes ago when I could not make the 'Disabled' setting stick in BIOS. Every time I set it to 'Disabled' I would exit and boot into Windows (W8 64-bit; latest BIOS A15; genuine Dell battery and charger present) and the darn battery indicator showed that it was charging still! I would then reboot into BIOS and the 'Charger Behavior' would be 'enabled' again  Not sure exactly what sort of charging behavior overall the 'Disabled' setting would present as this is my first Dell business laptop. I may just chalk it up to whatever and buy a replacement battery pro re nata as prices seem fairly reasonable.

I think the Fn+F2 shortcut is for Latitude models before the E6x20 series. On mine, Fn+F2 turns number lock on and off.

You can see here, the E6410 has a battery icon by the F2 key. The E6x20s don't have this.

Batterycare seems to not show most of the values, such as discharge cycles, remaining mAh, etc. Here's what it shows on my E6320:

I think the chip in the battery will now allow express charge on the 3 year batt. I do disable express charge in the BIOS though because my laptop is parked in the dock overnight. I also use the mediabay batt in my 6320
