I think the conclusion drawn in this thread is that in general it cannot make enough contact to replace those TIMs.

Update on this, attempted to install 2 x pads on my PlayStation 3, they were next to useless as the heatsink does not exert enough force on the pads. Triggered overheat warning within 5 minutes of idling. Really too bad, I would have loved solid state thermal interface for the pesky PS3 CECHA01
interestingly enough, DECR-1000A (the official PS3 reference tool that developers used) actually used pyrolytic carbon pads straight from the factory, very similar to this stuff. I would imagine since DECRs are only made in Japan, the pads themselves were probably sourced from Panasonic. -
Now we need simple molecular adhesion or bonding to be activated upon contact that has perfect heat exchange across the contact patch - that does not require any force to be effective.
