Would I be able to use this cable with the E6400?

Link doesn't work... as far as I know, the E6400 does support some kind of power of eSATA by virtue of the combo USB circuitry, but I'm not sure if this setup matches any sort of standard.

I think John Ratsey had an external device that could utilize the SATA bus and the USB power, but this was a while ago now...

Link works fine for me, and I'd be inclined to say that it works fine since my external DVD Drive works only through the USB/eSATA port, but I couldn't tell you for sure.

I have a similar kind of cable, and it works fine for connecting 2.5" HDDs to E-series laptops. It's a powered eSATA combo USB port.

Keep in mind that you won't be able to use 3.5" HDDs with it, you'll need eSATA to SATA (data-only) and a power supply for power.
