I ran the 3DMark11 test, and compared to results on their site; mine were much lower even when I selected the Max Performance power plan and was sure everything was closed, etc. So I did a compare of other Precision results posted, and the ONLY difference (and I mean only - every other piece of information on the test itself and hardware configuration are identical) was CPU - as you can see from the pic, mine is at 1197 MHz, others are at 3588 MHz. Why is mine throttled for this test?

I am not sure if this is the whole answer, but in the BIOS I turned off Intel SpeedStep and my results to to within 2% of the top score - which is comparable, without doing extensive tuning. 3DMark still reports processor speed as 1197 MHz though, I don't know why. Does anyone know, or is there something I am missing?

Don't worry about that, it's "normal".

This speed is reported by the Sysinfo software that do a to short burnintest of the CPU, but if the CPU can't reach the maximum load, it will report just like yours.

    Mine also report 1197MHz.

Also, please use the "Edit" functionnality of the board... thanks ;)
