How can you disable the volume control buttons that are on the laptop?

I'm trying to keep my kids from turning the volume up too high, so i thought i could try to set the volume, then remove the ability to change the setting.

If you can't disable the volume buttons, is there a way to prevent the volume from being changed?

Thanks for any advice....
