Owner of a I5-2540M E5420 and it can be turboed to 3.3 GHz from the 2.66 GHz. Is there a thread that has it though?

That 3.3 GHz turbo boost on your processor should happen automatically.

When only 1 core is being utilized, that CPU should boost to 3.3 GHz for as long as the laptop's cooling system can keep up.
When both cores are in use is should hit a 3.1 GHz boost for as long as the laptop's cooling system can keep up.

All of this is controlled by the computer without any user intervention.

Might look though the Bios. Might have a option. I believe that it’s a quad core cpu. Or at least device manager says so

Your CPU is a dual core i5 with hyper threading. The OS sees it as a quad core because each core handles 2 threads at a time.
Most of the more recent Core i5 CPUs are true quad cores, but they have the hyper threading feature disabled.
