You could try uninstalling and reinstalling the drivers just to make sure it isn't a software problem, but my money is on some electrical interference when the laptop is plugged in. If it is the latter, I'd make use of that 3 year warranty.

Hi, I had the same problem with a Dell Latitude 131L ie erratic or non movement of cursor when adapter/mains cable used but OK on battery.
I tried all the usual 'fixes' uninstalling/installing synaptics point device/touchpad drivers a dozen times also updated bios and drain flea - all no good so started trying other adapters and on the fifth one Eureka! it worked. Details of adapter are as follows note the higher output amperage
    Adapter is a Dell DA130PE1-00 <> DELL P/N:WRHKW<>REF. NO:ADP-130DB D<>INPUT 100-240V~2.5A @50-60Hz.
    OUTPUT:19.5V 6.7A

This adapter is operating well all touchpad operations are working as is battery charge facility I hope this helps someone as it had me scratching my head for quite a while.

Are you using the power adapter that came with the laptop? I had a similar issue with my old E6410 when it was connected to a 60W adapter from an older Dell D620, when connected to a 90W it was fine. It may be that the laptop is not receiving the power it needs while on that power brick?
