Does it happen when you connect the laptop to an external monitor?

An inverter would not cause this problem. The LCD panel needs to be replaced, and possibly the mainboard.

Does it do this in BIOS? Because if not, then it is possible it is a driver or OS related issue.

Also, does it happen on both AC and battery power?

Also check the display cables(might want to reattach it).

Working with the battery or the AC line and in the BIOS screen (without any OS) the problem persist, i check all the cables and connectors. The BIOS is upgrade the BIOS to the lastest one. (the A17)

I see the problem be more severe when the screen brightness is at low level.

The LCD screen needs to be replaced then, if re-seating the cables did not fix the issue.

There is sometimes a slight noticeable flicker with the LED backlit displays at minimum brightness because the brightness is controlled by turning the LEDs on and off. When the off period becomes long (minimum brightness) then it came become noticeable.

What you are describing is more of a backlight flicker. What the OP is experiencing is a graphics flicker.
