I have a Dell D 610 Laptop. I can't get it to log in. The F9 key is in lock position.

Can you elaborate on your problem. What exactly is the error you see on the screen when you try and log in?

If it is a stuck key you might be able to lightly tap on it and get it unstuck.

Disconnect the keyboard and use an external keyboard.

Or better yet, buy a new keyboard. They are cheap and plentiful.
