I don't know where to find the 'out to TV' from my laptop Dell vistro 1700, I have connected from laptop to TV by S-Video cable but there is nothing on TV sreen yet. As I have experience from my HP laptop: after connect the cable, I have to do right click on the monitor then chose Graphic, and then click 'out to TV' then I can use laptop with TV sreen, but I couldnot find something like that with the Dell Vostro 1700. Is anyone willing to show me???please. Thank you so much

FN+F8 should push the screen to the external monitor.

The shortcut can do that, or you can right click on desktop, properties, and go to display settings and select to extend your monitor, or if you want a cloned image you can use the video adapter software.
