Linux turbo issue on E6230

    I've found a weird behavior with my E6230, while I have a workaround, was wondering if anyone has a fix that doesn't require it.

    1) When running Linux from a cold boot, or after running Windows 7 (64-bit) in "Balanced" power plan mode, the processor (i5-3320, should be 2.6ghz base) is stuck at 2.3ghz max according to i7z. Also, the fan basically never turns on.
    2) There is a workaround -- if I boot into Windows first and then switch the power plan mode to "Ultra Performance (Max Fan Levels)" -- and then reboot into Linux without powering down, I get the correct performance (2.6ghz base, turbo to 3.3ghz, usually hanging out around 3.0-3.1ghz under load.) The fan operates properly.

    I use Linux heavily for development work on this laptop (although Windows is still my primary OS when doing non-work stuff), and would prefer not to have to spend a couple of minutes booting Windows and then restarting every time I want to do work. Any suggestions for things to look into for fixing this?

    BTW I have seen this problem with both the shipping BIOS (A02 or A03?) and the more recent one that released with Win8 (A06?)

    Is there a Linux ThrottleStop?

    Though I am not sure if the fans would still be locked.
