Can anyone with a Dell Latitude E5530 comment on fan noise? At idle, normal load and full load.

I found one review which said it is a loud notebook, and extremely loud under load:

There aren't many other reviews that dealt with the noise. One hardly mentioned it and another only said you could start to hear it under load. That is quite different than the first review I mentioned.

The fan isn't that bad when its truly under load, but what is really annoying is the fan seems to love to run constantly even when it's hardly under any load. 15% cpu usage (ordinary web browsing with mp3 playing) or similar seems to be enough to keep the fan going on-off-on-off.

I ended up getting an E6430 from the outlet. Even on that computer the fan runs constantly, no matter what I'm doing. It's not super loud, but it's definitely noticeable and it's a constant noise in the background. I'd call it mildly annoying.

This seems to be common for most current laptops, I checked out several new ones that friends and family had. On all different brands and models the fan was always running and always noticeable. The only computer that was near-silent was a MacBook Pro. I could only only hear the fans if I got my head pretty close to the computer.
