I recently bought a refurbished Latitude e6400. There were no signs of heavy usage when I bought it.

It KEEPS on making this really loud noise. I thought it was the hard drive at first, but I changed the hard drive and the noise still exists. I think it's the CPU. I opened the laptop a few times to try and air dust the fan, but now I cannot access the CPU because the screw is stripped (AHHH)

Here is a recording of the sound: https://dl.dropbox.com/u/31400064/Annoying Noise.m4a I recorded this when the CPU temperature was at 36 degrees and the CPU Load was 8%.

I am running Windows 7 64-bit and the A32 bios. I just tried to vacuum out the heat sink grill with the vacuum on high power, I will notify you guys if it solved the problem.

Any help would be appreciated, Thanks!

It could be the old fan. If your screw is stripped, you want to replace the whole heat sink..

Get a 1) new heat sink 2) broken, cheap motherboard on ebay. you can replace the X bracket very easily (You will see how it works).

I too would recommend trying a new heatsink. They are cheap and plentiful. You don't need to replace the bracket if it's just the heatsink screw that's messed up.
