Since they seem to be pretty close in specifications. I would get the Latitude. I have a could of Latitude D820s at work (same as the 830s just no Santa Rosa) and they are solid machines. If you want to do some higher end gaming upgrade the the Vostro to the 256mb card and buy it instead.

 

What are you doing with it?

The Latitude is thinner, lighter, better-built, and has an available dock, a media bay battery option, and a matte screen, and comes with a 3 year warranty standard (at least in the U.S. anyway).

The Vostro has matte and glossy screen options, a more powerful graphics card option (for gaming), is cheaper for the specs, has a webcam option, and an SD card reader (not sure if the D830 has that too or not).

I say if you want a glossy screen, or specific multimedia features only on the Vostro, or a better video card for games, then get the Vostro. Otherwise, get the Latitude -- fewer multimedia features, but better otherwise.

 

If you do a lot of travelling with the laptop, get the latitude... if you mostly park the laptop on a table and use it to play games, get the vostro.
