No, if you can't set the boot option for m-Sata device in BIOS, you cannot boot directly from it. But having the small boot partition on HDD and Windows installed on SSD will work just as well and fast.
I cloned the existing W7 partiton onto the 120 GB Kingston m-Sata SSD with Macrium Reflect Free Edition on my Vostro 3360, then deleted Windows partition on HDD and automatically repaired the boot manager with W7HP SP1 x64 on bootable USB memory stick. Maybe an hour of work if you don't have the programs and images already on your PC.
Do not move or delete the 39MB boot partition from the HDD, this must remain on HDD, it will not work if moved on the SSD!
The recovery partition will become unusable after this operation - CTRL-F11 will not start recovery process - (maybe it is because the W7 partition is deleted from HDD or maybe because the boot partition is modified), there is actually a way to run recovery off the recovery partition described somewhere in forums, but it is fairly complicated.
So, all that is needed is:
    - 4GB USB memory stick
    - Macrium Reflect Free Edition (if you want to run it off USB stick you will need to install also Windows AIK, but Macrium can do the cloning straight from Windows, I did it with USB stick) or any other cloning software.
    - Windows 7 ISO of your edition (official image with SP1 from Digital River)
    - Windows7 USB DVD Download Tool (from Microsoft)
    - MiniTool Partition Wizard Free Edition (to modify the partitions on HDD afterwards) or any other partitioning tool.
