I get a lot of harsh throttling on my machine when docked, although it will do it when undocked. The thing that annoys me is that the machine isnt that hot... 70degC is 38 degrees away from the TMax of the CPU and Windows (and the BIOS) shouldnt be throttling that low, IMO.

    I don't have a dock, and I guess I should be happy that I don't.

However, I also have a fully loaded (160M, 2.8) E6400 and consistently push the GPU to almost 90C while overclocked and gaming.
The only time I have experienced a slowdown was when I overclocked too much and my drivers crashed, so I had to restart. But normally, there is no throttling (except Speedstep).

I think you just keep getting ones that have some elements of lemoneness... Since I regularly game, I actually think the heat dissipation is really quite good compared to my last laptop, a Asus G1s.

Put it this way, you definitely have some firepower with Dell Support, you should be able to get your way with anything as long as your willing to fight to return it, exchange it, get a different model, etc.

I hope youre right and this next one works well.
Dell customer service however, has gone down hill over the past year or so.

What if you use the Eview stand to make the E6400 screen as your second monitor? Would that be enough to dissipate the heat?

Possibly, but the truth is, the 14 and change inch monitor is simply not large enough for home office.
