I want to set up a machine for my parents. It's a Vostro with onboard Intel HD graphics. It has VGA and HDMI ports. The machine needs to be hooked up to a Samsung display (S24A650D) which has VGA, DVI, and DisplayPort (DP) connectors.

I have a DP-to-HDMI cable floating around. The question is, can I use the cable to hook up the monitor? I know that if the graphics card had a DP out (it doesn't, this is just hypothetically), I could use that DP out to connect to the HDMI in of a monitor. But the case I have here is the opposite one..

Again, the question is, can I go from the system's HDMI out to the monitor's DP in and get a signal? I can't test it myself as this is for my parent's PC. If it doesn't work, I would have to order an HDMI-to-DVI cable...

No, this does not work. Get an HDMI to DVI cable. You can get those for $5 and have no active components. HDMI is a DVI signal along with audio and some other channels.
