I have Dell E6400. Recently the weather changed in my region to Cold and suddenly a new Laptop behaviour.

If left shutdown for hours and started it does not start until it warms up! I mean i have to press on and off button (4-5 seconds) multiple times. At each time it does nothing but lights on keyboard, than after next restart shows logo, than freezes, than after next restart goes a little longer on bar in bootup, than shows windows menu for repair or start normally and again freezes in middle of either. Its almost after 10 minutes and multiple restarts that system boots up to windows and than if i keep it on, it goes on for hours even days until i leave it off for hours to cool.

I found this which is exactly similar:

Ever seen a computer that needs to warm up? - laptop problem power | Ask MetaFilter

Should i get it checked or continue with this practice?

Update: Found this, seems a problem with heatsink design flaw:

I would check the health of the battery (use BatteryInfoView) and the hard drive (go to the manufacturer's support site and look for a diagnostic utility).

What is the ambient temperature when you try to start the computer?

Can you hear the hard drive spin up when you start the computer?

You might learn something if you go into the BIOS and see if there is a System Logs section (it's at the bottom of the list on my E7440). Any problems the BIOS encounters should be listed here.

It might also be worthwhile checking out the HDD using the HDD manufacturer's diagnostic program (eg Seagate's is called Seatools).

Or it might be the CPU fan isn't spinning when cold (and lubricating oil is more viscous). Some computers do an initial spin of the fan to check it's OK as part of the boot process. Cleaning the fan might be enough to get it spinning more freely. If you haven't cleaned it recently then it's overdue for some maintenance.
