There's an annoying high pitched beeping noise coming out of the right side of the computer. It's not the optical drive as it still was making the noise when I removed the drive.

I think it's happening on both. I've been on battery today and it's happening. Just plugged it in and can still hear the noise.

I'm using XP and it happens when I'm barely doing anything. It seems like it's worse when my computer isn't working hard but that could just be my imagination. It's definitely there though when computer is doing nothing.

It might actually be coming out both sides by the speakers. Maybe buzzing sound is coming from the speakers.

That's because you're not distracted doing stuff, so you notice it more. I've not heard anything about this. If you think it's the speakers of course update the drivers or try a Linux LiveCD, which would tell you if it's a hardware or software issue. You might want to search the forum to see if anyone else has a similar issue or call Dell to see what support says. That's unless someone has the answer?
