I have the 97wh slice battery. When one of the batteries runs out, the computer shuts down instead of just start using the other battery. When I turn it back on, it then uses the second battery. Is this normal?

Nope, not normal but I've seen it happen a handful of times and each time it was fixed by replacing the main laptop battery. This tends to happen when one of the batteries is not working correctly. Do you have access to another E6230 battery? If you switch the E6230 battery and it keeps happening the problem is probably with the slice battery.
You could also try the slice on another Dell Latitude and see if it switches over..
There could be something else that causes this but I've always been able to correct it by getting a new battery.
