E5420 is very loud

    I tried to set power management to "quiet" but that doesn't help. Even when I don't use it and cpu utilization is basically 0% it still periodically turns on (and after a while off) fan. I checked cpu-z, even if it runs on 800 MHz, it's still very loud (i.e. similar to my Thinkpad X220 running under medium-high load).

    It has i7 2640 which is supposed to run hotter I guess but not this much ...

    Computer is brand new and set to factory settings.

    I checked the internet but nobody seems to complain about it, more like the other way round, it is praised for being quite silent.

    Temperature readings from "core temp" utility:
    power: 4 watts
    core #0: 46 Celsius
    core #1: 40 Celsius

    That doesn't seem much. I tried to install Dell Inspiron Inspiron/Latitude/Precision fan control but it fails to install ...

    Any tips? Thanks.
