    Yep that is normal. Without a 64-bit OS, you will use/see less than the 4GB of installed ram(actual amount depends on configuration).

    Although the OS will use a limited portion of the 4 gb, it does use some of the Memory for it's own background processes, so it is a gain. If using WinXP, reset the virtual memory to gain some additional speed. I can't help with Vista, as I don't have any use for it...
