That's a Dell Latitude E6400, the hinge trimming and P-series Core 2 Duo gives it away, moreover I got the same conclusion after searching in Google.

It uses GM45/PM45 chipset (GM45 = Intel GMA 4500MHD; PM45 = Nvidia NVS 160M), it can take 1066MHz Core 2 Duo (such as P8400 in yours) and 8GB PC2-6400 RAM at max, though 4GB DDR2 memory modules are very expensive. That really sucks as some laptops with Intel 40-series chipset uses the newer DDR3 modules (such as Lenovo ThinkPad 00-series).

But since you're fine with 4GB I'd suggest going to eBay and buy a pair of 2GB PC2-6400 (DDR2-800) modules. Windows 10 shouldn't be a problem to this one as I've installed it on many older laptops and running just fine.

P.S. Nice vinyl cover by the way :)

The BIOS shows 667MHz because your RAM modules are 667MHz parts, if you take them out and read the labels you'll see either PC2-5300 or DDR2-667.

The 40-series chipsets (GL40/GM45/PM45) can run 800MHz modules without dialing down the frequency, no BIOS tinkering needed. Therefore buy 800MHz parts if possible, and yes the one you linked works on your Dell.
