I'm thinking about buying a used machine off of ebay but it has a bios password on it. It appears that the password is based off of the hard drive.

First is there software out there that will by-pass it?
I've heard of hardware mods that can remove it but can't find any decent links.

And lastly, if I don't care about the hard drive could I simply put a new drive in the system and bypass it that way?

Yep. Also, passwords are there for a reason and if someone is selling something and doesn't know the password, it is highly suspicious and should be avoided.
